I can't is final and definitive. In other words, "I cannot and never will be able to...". I can't seem to allows for the possibility that a given thing can be achieved.
- "Icarus : On August 22nd of last year, there is a twelve-hundred dollar charge to the company's expense account, but we can't seem to locate a receipt for this transaction."
- "You just can't seem to meet new people, can you?"
